RULES
Duties of each Team GM
There is really only 2 main requirements for each GM as this league can be as much or little effort as you put in to it
1. GMs must reply to ALL trade requests within a timely fashion(48 hours MAX) no matter how crazy the offer.
2. Team management duties including but not limited to complying with the salary cap/floor, keeping track of your organization's finances, keeping up with roster minimums/limits, prospect limits, voting for the all-star game/post season awards
Other GM duties include
1. Sending in lines
2. Writing Press Releases (for cash)
3. Firing/Hiring coaches
4. Changing ticket prices(attendance is based on ticket prices, winning percentage, opponent,etc)
5. Good conduct. Be respectful towards all other GMs. Racism, sexism, threats, disrespectful language, etc will not be tolerated. Good smack talk is welcome and encouraged but don’t cross the line.
Rosters
1. The maximum number of total contracts is 60 and the minimum is 23 on pro and 27 on farm. MAXIMUM 23 ON PRO ROSTER JUST LIKE IN NHL. SIM WILL NOT ALLOW FOR MORE
2. A minimum of 5 total goaltenders so that the sim does not crash
3. If a player retires before the start of our league's regular season then he is retired for the league but if he retires after the start of our season then that player will be allowed to play out the season before retiring.
4. You may use the franchise tag on one player, which would mean he will be signed to the maximum salary for 10 seasons with a no trade clause for 8 of them.
5. Minimum of 3 "73 or higher" rated on your pro roster at all times, and a goaltender of 75 or higher.
6. Players 70 overall (77 for goalies) or higher must start the season on the pro roster then can be sent down in compliance with our Waiver rules.
7. Maximum of 60 prospects on your prospect list at any given time.
Waivers
1. Any player age 24 or under can be moved freely between Pro and Farm teams
2. Once a player is 25 years of age and has played a minimum of 11 games on your Pro Team, they will have to clear waivers before they are able to be sent to your Farm Team.
3. Waiver claims will be in reverse order of the standings at the time of each claim
4. You have a 24 hour period after someone is placed on waivers to claim them
5. Any player that signs a contract of 3 million or more will have a 1 way contract which means they will be paid the same amount regardless of whether they are on the pro or farm teams. The only way to not pay them would be to release them.
7. Waivers do not apply during the post season.
8. For the first 10 calendar days of the season, the waiver order will be based on previous regular season point totals. After that, it will go by current season.
Rookies
1. Each organization may have a total of up to but not exceeding 60 prospects
2. Prospects may be activated to the pro roster after they have played 10 career NHL games.
3. Prospects may be activated to the farm roster after they have played 10 career AHL games.
4. A player is no longer considered a rookie (Calder eligible) once he plays his 10th pro game in any 1 season.
5. Prospects may only be activated during rounds 1 and 2 of free agency. The format MUST be sent in like this:

6. The prospect you activate will get the amount of years based on what is left in their NHL contract, just like presigns.

Lines

Trades
GMs are able to trade any asset (player, prospect, pick, cash) for any asset of another team. Trades will be official once BOTH GMs post it. To make it easy for Mike one GM will post the trade and the other will confirm. Please use players FULL names and follow this example format

to : John Tavares, 2016 1st, 2015 2nd.
A trade board committee will be in place to ensure no collusion/running teams into the ground. If you feel a trade is detrimental to the league or the participating teams, you may post an objection with your reasons as to why you objected. If the trade recieves 3 objections, it will go to the trade board to be voted upon.
Releasing Players
You may release a player in the at any time during the season, or in the offseason prior to round 1 of free agency. If a player is 34 or over you may release them for 10% of the total remaining contract. If a player is 33 or younger you may release them for 20% of the total remaining contract.
Money
1. Salary Cap and Floor will be the same as the NHL
2. Player max/minimum salary will be the same as the NHL
3. In addition to the salary cap, teams will have bank accounts Your bank account can increase through trading for cash, press releases, winning awards, and selling tickets. You can set your own ticket prices. Your bank account decreases through trading cash, paying salaries/signing bonuses,fines.
4. Offseason max is 120% of the cap and you must be under the cap before the start of the regular season
5. Keep your bank account a postive number. It should not go below 0 ever.
Draft
1. The 7 round entry draft is held annually sometime after the NHL draft for that season (so that we know what teams players are on before we draft them.)
2. Any player not taken in the entry draft will be eligible for the following year's entry draft
3. The draft order will be based on a lottery system that is based off of the standings for each of the 2 seasons that happened that year. For example, if someone finishes 30th and 20th then their average rank will be 25th. The AVERAGE RANK of the 2 seasons will determine the order. If multiple teams have the same average rank(30th and 20th = 25 and 24th and 26th also equal 25,) then total points for the 2 seasons will be the tie breaker, the second tie breaker is total wins in the 2 season span, and the final tie breaker is highest point total in either of the 2 seasons.
4. You can trade draft picks up to 4 years in advance. for example, the first draft after the league starts will be the 2015 draft. Up until the day of 2015 of league's (not the NHL's) entry draft you may trade picks in 2015, 2016, 2017, 2018. The day after the the 2015 draft the next draft will be 2016 and at that time you may trade your 2019 pick, etc.
Rerates
1. While the ratings for the sim are based off of the NHL season/stats, we realize they are far from perfect and sometimes a player just has a down year.
2. Ratings will come out every 2 seasons in our league since we run 2 sim seasons per year (2 sim seasons for 1 NHL season's stats.)
3. When the ratings come out, each GM will be able to send in up to 3 "discrepencies" in a particular category(scoring, passing, etc.) along with evidence supporting their claim. This must be done prior to the regular season and there will likely be a deadline annoucned when this occurs.
4. After the 1st of the 2 seasons per year, each GM will be able to send in their 3 rerates based off of a player's performance in the 1st season(of the 2 season in that year) in the SIM.
Press Releases
You are free to write a press release for some cash at any time. Amount will depend on the amount of work put in but the range is usually several hundred thousand.
All-Star Game/Winter Classic
GMs may request to host the all-star game or the winter classic and they will be required to write a press release before and after the game. Teams will be awarded 2 million cash to their bank accounts for this.

GM Penalties
Penalties issues can be issues at the discretion of the league management for things including but not limited to violation of any of the above mentioned rules(especially the 48 hour trade rule), harassment, abuse, or incompetence. A penalty can be some as simple a verbal warning or a fine from your team's bank account all the way through expulsion of the league depending on the nature and severity of the action as well as taking into account first time vs repeat actions. Having said that, this league is meant to be fun so let's just enjoy it! If anything is unclear, ask a question via email or on the boards and someone will be happy to provide clarity. And a big thanks to Mike for taking the initiative to buy the software and taking the time to sim in the future!
Presigns
When a player's contract runs out he will go to free agency unless he is presigned. Each off season we will ask everyone to turn in presigns. Each team gets an unlimited number of RFA presigns(26&younger) and 3 UFA presigns(27&older) every 2 seasons. When you presign a player you pay him his NHL salary up to double the amount of seasons that he has remaining on his NHL contract(due to 2 sim seasons per year.) Every 2 seasons the UFA presigns will reset with every team going back to having 3.
Free Agency
RFAS
1. There is no limit to the amount of RFAS you can presign
2. If you would like an RFA to go to free agency with the option to match, when you send in your presigns tell the commissioner that you want to make a qualifying offer to the player that you want to be in free agency. If the player's previous salary is less than 1 million, the qualifying offer must be at least 110% of the previous salary, and at least 100% of the previous salary if it was over 1 million.
3. If another team offers the player a contract, the original team has the right to match the contract to retain the player.
4. If the team chooses to not match a contract, the compensation chart will be used based on salary (picks must be your own and be in the next available draft)
$1,339,575 and below - No compensation
$1,339,576 to $2,029,659 - 3rd round pick
$2,029,660 to $4,059,322 - 2nd round pick
$4,059,323 to $6,088,980 - 1st and 3rd round pick
$6,088,981 to $8,118,641 - 1st, 2nd, and 3rd round pick
$8,118,642 to $10,148,302 - Two 1sts, a 2nd, and 3rd round pick
$10,148,303 and above - Four 1st round picks
5. Or you could choose to not presign the RFA or give him a qualifying offer
UFAS
1. You can presign 3 UFAS every two seasons (except 3 season 1 and it starts over for beginning of season 2)
2. All UFAs that are not presigned will go into free agency
3. The maximum amount of WPHL seasons you can sign a free agent to is FOUR
Rounds of free agency
ROUND 1
1. Bid on any 10 players you like. Follow the example format below when emailing the commissioner your FA bids
"Steven Stamkos - 9 million per season for 4 seasons plus an 8M signing bonus for a total contract of 44 Million"
DO NOT LEAVE OUT THE ANNUAL SALARY, THE AMOUNT OF WPHL SEASONS, OR THE TOTAL DOLLAR VALUE OF THE CONTRACT
If the signing bonus is left out we are to assume that there is none
2. If only one team bids on a player in round 1, that team gets the player
3. If multiple teams bid on a player, the 3 teams with the highest total contract value will be in the running for that player in round 2
ROUND 2
1. Only FAs that were bid on during round 1 are eligible to be bid on during round 2
2. If you are one of the three teams in the running for a player, you have the chance to up your offer.
Email the commissioner the new offer following the same format as round 1.
3. The highest total contract value will get the player
ROUND 3
1. Mainly, the same as round 1...bid on up to any 10 players that are still available free agents
2. The highest total contract value receives the player in round 3
ROUND 4
1. Will be face up on the boards because at this point most valuable free agents will be gone and this will be used to meet roster requirements.
Signing Bonus
1. Max is $40 Million - spend it any way you like whether all on one player or spread out between many
2. Do not exceed the maximum bonus or you will forfeit all your FA bids
3. If two offers match in total value, the player will sign with the team who offered the most bonus money (since that money is guaranteed)
Salary Retention
Just like in the NHL, we will allow teams to retain a portion of a player's salary in trades. For example, the Maple Leafs retained part of Kessel's salary in the NHL when they traded him to the Penguins. Because there isn't a good way for the sim to do this, what we will have to do is manually adjust the salary. So if a player is traded in the WPHL and part of his salary is retained, we will have to add that salary retainment to the special cap value in the sim. And we will subtract the salary from the player who has been traded and is having his salary partially retained by another team. To keep as close to NHL as possible, the rules below will apply.
1. Retaining team can only keep a max of 50% of the cap hit
2. Each team may only have a maximum of 3 retainments at once
3. Retainments may only add up to a max of 15% of the salary cap
4. The retaining team cannot reacquire that player while the player is on the same contract
5. Only one team can retain part of the player's contract
6. The salary must be retained for the duration of the player's contract
7. The amount retained must be the same each season
